What Is Apostille?
Apostille is an international document certification process that enables a document issued in one country to be valid and legally used in another country. This system is applied under the Hague Apostille Convention and is valid only between countries that are parties to the Convention. In Türkiye, apostille procedures are carried out by governorships and courts.
Documents bearing an apostille are accepted in other member countries without the need for any additional certification. To be apostilled, a document must have been issued or certified by the competent authorities of the Republic of Türkiye.
Note: Documents issued abroad cannot be apostilled directly in Türkiye. In order to obtain an apostille for translated documents, notarization is required first. Apostille is applicable only if the destination country is a party to the Hague Apostille Convention.
What Is Ministry of Foreign Affairs Certification?
Ministry of Foreign Affairs certification is a procedure applied for documents intended for use in countries not party to the Hague Convention. This procedure confirms that the document was issued by the competent authorities in Türkiye and that the signatures on the document are authentic.
Ministry of Foreign Affairs certification is generally required for:
-
Official documents to be used in countries that do not accept apostilles
-
Documents that have been translated and duly notarized
When necessary, after MFA certification, additional certification by the embassy or consulate of the destination country may also be required. MFA procedures are carried out at designated offices, and the process may vary depending on the type of document.
